Bandar Lampung University (UBL) is one of many private universities in the Province of Lampung. UBL has a significant role in developing national human resource, particularly in the home province and its neighboring areas (Southern Parts of Sumatera and Banten). UBL also has a contribution in the development of science and technology through research activities and the improvement of social welfare particularly public service activities in surrounding urban as well as rural areas.
As a higher education institution, the role of Bandar Lampung University (UBL) is both as the centers of education, science and technology, research, and development. In addition, UBL also develops social welfare, particularly for the society in rural areas in the home province and its surroundings. In addition, the distinctive competences offered by UBL are besides the graduates have competence in their owned field, they also have additional competence in English and information technology. Based on the ideas, the Vision of UBL is:
“To be the Center of Excellence for Developing Qualified Human Resources”
This vision shows that UBL projects the future of the university as higher education institution that implements excellent education process and produce qualified human resources. Qualified human resource is characterized by two main aspects that is moral and intellectual aspects. From moral point of view, UBL graduates always propose long run community’s interest rather than short run individual’s or group’s interest. Meanwhile, intellectually UBL graduates have the capability of solving related problems scientifically. But it should be taken into account that the role of UBL in developing human resources is not only aimed to those taking part directly in the university (students and staffs) but also all stakeholders possessing direct or indirect relationship with the university.
To accomplish the vision, some main activities have to be declared as mission. UBL Mission is:
- Developing the best higher education program to develop qualified human resources.
- Contributing for the advancement of science and technology and development of community.
Developing qualified human resources is an educational program, therefore, it is placed as the first mission. To develop the best educational program, the institutional role in mastery and advancement of science and technology is a must. Additionally, the institutional role in community development is the other aspect that should be addressed in order for the institution to develop mutual feedback system with the stakeholders. These two aspects are placed as the second mission.
The vision and mission are in line with the increasing demand of education quality particularly higher education, UBL continually improves and develops the inputs (resources) and processes of education in order to produce qualified outputs (graduates and other products) and make more benefits to society (outcomes). This improvement and development have been implemented through many activities either by its own efforts or by collaborating with other institutions.
Based on the above vision and mission, UBL objectives that will be achieved within a 5 years (2002-2007) are as follows:
- The graduates produced are qualified enough to contribute thoughts in solving problems in related fields.
- Either the educational process or resources and organization are capable of producing qualified graduates.
- The quality of admitted students have the capability to follow and finish study effectively and efficiently.
- The contribution of produced science and technology is adequate to fulfill stakeholders’ demands.
The first and second of the above objectives are related to qualified graduate produced through qualified educational process, resources and organization (management). The qualified graduate can be meant academically as graduates that have both core and additional competences. The core competence is the competence in their owned field, and additional competence is the competence in international communication (at least master English) and information technology.
